The City of Dayton is a charter city with a council-manager form of government.  The City Council consists of a mayor and six councilors who are nominated and elected from the city at large.

The City has nine full time employees which include a City Manager, City Recorder, Community Development Specialist/Librarian, City Clerk, Community Development Assistant, Public Works Director, two Maintenance Operators, and a Maintenance Worker.  The City Contracts police services through Yamhill County Sheriff's Office and building Inspection services through the City of Newberg.  In addition, the City has a contract City Attorney, City Engineer, Municpal Judge and City Planner.
